Request for Proposal – CNMI and American Samoa Fisheries Development

Request for Proposals

The Western Pacific Regional Fishery Management Council (Council) is soliciting proposals for a contractor to work with the Territory of American Samoa and Commonwealth of the Northern Mariana Islands, National Marine Fisheries Service and Council to identify fishery development projects for each island area, consistent with their respective Marine Conservation Plans, to be included in a Sustainable Fisheries Fund grant proposal.

CONTRACT PERIOD: The contract is expected to begin in November 1, 2020 and shall be completed no later than April 15, 2021.

ELIGIBILITY: The potential Contractor must:

  • Have a demonstrated familiarity, knowledge and experience working with the US Pacific Island Territories;
  • Have a demonstrated ability and expertise to developing Federal grants and working knowledge of the National Environmental Policy Act.
  • Good communication skills in working with government agencies, fishing communities, and the public.

REQUIREMENTS:   Work with Council staff to hold coordination group meetings to identify projects, assess NEPA requirements and estimate costs. Coordinate with local fishery agencies to flesh out detailed project goals, activities, timeline and costs for each project identified by the Coordination Group. Work Council and NMFS to complete NEPA template for each project. Develop and complete a grant proposal including projects identified by the Coordination Group for review and approval by the local agencies and Council.

HOW TO APPLY: Proposal submissions should include a proposal including the following items (maximum 3 pages): a. Name, affiliation, and contact information of the principal contractor(s); b. Conceptual narrative of how the project will be completed; c. Budget; d. a curriculum vitae or resume for each project participant.

SUBMISSION DEADLINE: Proposals will be welcome until a contractor is engaged.
