The Western Pacific Regional Fishery Management Council (Council) is soliciting proposals for the contractual services listed below.
CONTRACT SERVICE: Produce a Film on Honu Traditions in Hawaii
CONTRACT PERIOD: The contract is expected to begin in January 5, 2022 and be completed by May 2022.
SCOPE OF WORK: The contractor will handle all production-related activities for an approximately 30-minute film largely based on a series of interviews documenting the history and traditions of honu (green sea turtle) harvest in Hawaii. The piece will be formatted to be compatible with airing on local and/or national TV stations. The contractor will work with the project team/Council to determine the topics to be featured in the film, which may include harvest traditions, the value and importance of honu as a food source, and utilization for cultural purposes, such as healing and practice. Appropriate acknowledgement of Council support will be added. The film will be widely shared and could potentially be shown on local or national TV stations, at high school and college classes and other cultural events within Hawaii. The contractor will source, and provide the Council access and use rights for, historic video and still video archives for this project.
ELIGIBILITY: The potential contractor must:
  • Have a working knowledge of honu harvest traditions and practices;
  • Be familiar with the purpose, role and responsibilities of the Council;
  • Have working knowledge of the communities, culture and natural resources in Hawaii;
  • Have demonstrated ability and expertise to efficiently produce films;
  • Experience producing historical documentary products is preferred; and
  • Be available to start the project in January 2022 and complete the project deliverables by April 1, 2022.
REQUIREMENTS: The contractor will work in close coordination with the film project manager (if not the same individual as the contractor), Council staff and/or community representatives to meet deliverable timelines.

HOW TO APPLY: Submissions should include a proposal including the following items (maximum 3 pages): a. Name, affiliation, and contact information of the principal contractor(s); b. Brief statement addressing the requirements as stated; c. Budget; and d. examples of historical documentary products produced by the Applicant(s); and e. a curriculum vitae or resume for each project participant.
