The Western Pacific Regional Fishery Management Council (Council) is soliciting proposals for contractual services listed below.

The Council, in coordination with NMFS Pacific Islands Regional Office, is facilitating the continued distribution of tori lines to participants in the Hawaii deep-set longline (DSLL) fishery for ongoing maintenance of a new regulatory requirement that went into effect April 1, 2024. The regulatory amendment, implemented under the Council’s Pacific Pelagic Fishery Ecosystem Plan, requires the use of tori lines for DSLL vessels when stern-setting north of 23 degrees N. The regulations require that each vessel carry two tori lines to ensure that the vessel has a backup tori line in the event of a tori line breakage or loss during a fishing trip.

CONTRACT SERVICE: Tori Line Fabrication

CONTRACT TERMS/PERIOD: The contract time and materials based and is expected to begin in January 2026 and be completed no later than May 30, 2026.

SCOPE OF WORK: The contractor will procure necessary materials and fabricate a minimum of 40 tori lines built to specification provided by the Council and consistent with regulatory specifications at 50 CFR 665.815(a)(3)(i). The contractor will coordinate with Council staff and other partners to ensure the tori lines meet the specifications.

ELIGIBILITY: The potential contractor must:

  • Have a demonstrated familiarity, knowledge and expertise with the Hawaii deep-set longline fishery;
  • Have a demonstrated experience fabricating fishing gear; and
  • Be available to start the project in January 2026 and complete the project by May 30, 2026.

REQUIREMENTS: The contractor will coordinate with Council staff to meet deliverable timelines. All tori lines must be delivered to the Council office in Honolulu or an alternate location specified by the Council. The contractor must provide the billable rate(s) and projected hours of all individuals who will work on this project.
