The Western Pacific Regional Fishery Management Council (Council) is soliciting proposals for contractual services listed below.
CONTRACT SERVICE: Produce an MSA 50th Anniversary Film for Western Pacific Region
CONTRACT PERIOD: The contract is time and materials based and is expected to begin in September 2025 and be completed by January 31, 2026.
SCOPE OF WORK: The contractor will handle all development and production-related activities for an approximately 12- to 15-minute film focusing on Magnuson-Stevens Act (MSA)-related success stories during the past 50 years. It should be formatted so that it can be shown on local or national TV stations, including closed captions in English, Samoan, Chamorro and Refaluwasch. The film should highlight the diversity and successes of federal fishery management, the council system and the MSA. It should include in-person interviews with fishermen who have participated in the Council process in Hawai‘i, American Samoa, Guam and the CNMI. The contractor should also allow for review by the Council project team when editing the full-cut film and provide B-roll to the Council for future use. Appropriate acknowledgement of Council support should be added. The film will be widely shared at regional fishery management council events and could potentially be shown on local or national TV stations, and at high school and college classes.
ELIGIBILITY: The potential contractor must:
- Have a detailed working knowledge of the history of the MSA in the Western Pacific Region;
- Be familiar with the purpose, role and responsibilities of the Council;
- Have working knowledge of the fishing communities, culture and natural resources in the Western Pacific Region;
- Have demonstrated ability and expertise to efficiently develop and produce films; and
- Be available to start the project in September 2025 and complete it by January 31, 2026.
REQUIREMENTS: The contractor will work in close coordination with Council staff, members, advisors and/or community representatives to meet deliverable timelines. The contractor must provide the billable rate(s) and projected hours of all individuals who will work on this project.
