The Western Pacific Regional Fishery Management Council (Council), established under the Magnuson-
Stevens Fishery Conservation and Management Act (MSA), has the responsibility for preparing
management plans for those fisheries within its jurisdiction and the high seas. The Council has authority
over the management of fisheries in the US Exclusive Economic Zone waters off of the Territories of
American Samoa and Guam, Commonwealth of the Northern Mariana Islands (CNMI), and the State of
Hawaii.

The Council, composed of 16 public, State, and Federal members, meet at four times a year to conduct
its business. Procedures and guidelines for conducting business are controlled through the MSA,
WPRFMC statement of Organization Practices and Procedures, 50 CFR 601 regulations, Council
program plan, fishery ecosystem plan objectives and guidelines, and other related policies and
agreements. The Council operation is supported by program and administrative staff headed by an
Executive Director.

The Western Pacific Regional Fishery Management Council (WPRFMC or Council) is seeking
contractual services for a Senior Content Writer to research, draft and produce high quality reports,
statements and other informational products in conjunction with the 50 th anniversary of the Magnuson-
Stevens Fishery Conservation and Management Act (MSA). The Council is one of eight U.S. Regional
Fishery Management Councils established by the MSA in 1976. The Council has authority over fisheries
within the US Exclusive Economic Zone waters adjacent to the Territories of American Samoa and
Guam, the Commonwealth of the Northern Mariana Islands, the State of Hawaii and eight Pacific remote
island areas as well as U.S. fisheries within this region operating on the high seas. MSA anniversary
informational products will be shared with the public at regional Council meetings, national Council
Coordinating Committee meetings and other fishery management events throughout 2026.

CONTRACT SERVICE: Senior Content Writer. This contract will be time- and material-based

CONTRACT PERIOD: The contract will begin after April 1, 2026 and end October 31, 2026.

SCOPE OF WORK: The contractor will work closely with the Executive Director and Council staff to
research, develop and write statements, reports and other products to be shared during the MSA 50th
anniversary. The contractor will work independently and coordinate with the Council Executive Director
to meet deliverable timelines. Anticipated tasks include the following:

  • Identify written products are to be developed.
  • Identify meetings, conferences and other events where the products are to be shared
  • Conduct research, gather information and interview individuals/organizations needed to develop
    the written products.
  • Help identify visual resources to be used with the written product(s).
  • Coordinate with and report regularly to the Executive Director.
  • Other issues as identified by the Executive Director,

ELIGIBILITY: The potential contractor must possess the following:
1. A detailed working knowledge of the MSA and other authorities, regulations and guidance
documents relating to marine resource management and conservation in the Western Pacific
Region.
2. Clear understanding of the responsibilities and history of the Council, US Territories of
American Samoa, the Commonwealth of the Northern Mariana Islands and the State of Hawaii as
well as experience working with Pacific Island community cultures and natural resources.
3. Working knowledge of the Council, its advisory bodies and processes through which fishery
policy is developed.
4. Familiarity with US territorial and state fishery agencies, federal fishery agencies, and fishing
and seafood communities in the Western Pacific Region.
5. Ability to communicate and work effectively with staff, Council members, institutions and
agency fishery scientists, fishery administrators and fishing communities.
6. Ability to plan, organize and successfully complete work in situations that require coordination
and management of numerous diverse demands and tasks; to attend to detail; and to deliver high
quality products under short timelines.
7. Demonstrated proficiency in oral and written communications and standard personal computer
software.

REQUIREMENTS: The contractor will work independently and coordinate with the Executive
Director
to meet deliverable timelines. Proposals must include an hourly billing rate and be evaluated on a
competitive basis based on meeting eligibility criteria as stated above. Selected contractor must be
available during the contract period.
